The Vice President of Governance Studies at the Brookings Institution spent 5 years stuck in a cycle of inefficiency, confusion and surprises. He admits, “For many immigrants, it is virtually impossible for them to afford the fees, handle the paperwork, and navigate a complex bureaucratic process.”
